— It is clear that this type of evidence should be allowed; not only to support the exact testimony of Carl Wille concerning these facts which were allowed into evidence, but also to affirmatively prove to the Administrative Law Judge and to the Board that the purpose for which this information was requested by the Union was inachievable because the secondary records are not available or are not in existence.
