由中央17个部门联合举办的“节能减排全民行动”系列活动，9月1日在北京人民大会堂举行启动仪式。中共中央政治局委员、国务院副总理曾培炎在讲话中强调，节能减排关系经济社会可持续发展，关系到广大人民群众切身利益，虽上半年节能减排初见成效，但当前形势仍很严峻。

对于企业来说，节能即意味着减少浪费，节约成本。对于国家来说有助于缓解能源供应和建设压力，同时节约社会资源，更有利于国民经济健康持续发展。

索肯.和平一直致力于环保节能产品的研究，公司于2002年推出的HPS2型低压智能软起动器，就是典型的电力节能产品。

HPS2型低压智能软起动器节能原理是当电动机负载较轻时，软起动器在选择节能功能的状态下，其自动降低输出电压（电动机定子端电压），减少了电动机电流的励磁分量，从而提高了电动机的功率因数COSφ。经试验证明电动机在空载时节能约为40%，有负载时节能约为5%，国内同类产品多无此功能。

在HPS2型低压智能软起动器上仅需增加一台HPZ-1TN控制器，既可实现一拖二、一拖三、一拖四的功能。既1台软起动器可以控制4台电动机。此方案是为有多台电动机的用户提供的，可为客户节约设备投入和充分利用了现有的软起动器功能。（注：在此方案中软起动器不能实现节能功能）

按照目前10000台处于工作状态的软起动器计算，如果平均以250千瓦/台，工作时间为每年300天，每天5小时，那么250千瓦/台X5小时X300天X40%X10000台，平均每年节电高达1.5亿度，折合人民币数千万。可以说，索肯.和平在自身发展的同时，也为节能减排积极做贡献。

电动机属感性负载，电流滞后电压，大多数用电器都属此类。为了提高功率因数须用容性负载来补偿，并电容或用同步电动机补偿。降低电动机的激磁电流也可提高功率因数（HPS2节能功能，在轻载时降低电压，使激磁电流降低，使COS∮提高）。节能运行模式：轻载时降低电压减少了激磁电流，电机电流分为有功分量和无功分量（激磁分量）提高COS∮。

节能运行模式：当电动机负载轻时，软起动器在选择节能功能的状态下，PF开关热拨至Y位，在电流反馈的作用下，软起动器自动降低电动机电压。减少了电动机电流的励磁分量。从而提高了电动机的功率因数（COS∮）。（国产软起动器多无此功能）在接触器旁路状态下无法实现此功能。TPF开关提供了节能功能的两种反应时间；正常、慢速。节能运行模式：自动节能运行。（正常、慢速两种反应速度）空载节能40%，负载节能5%。

节能减排

节能减排指的是减少能源浪费和降低废气排放。 我国“十一五”规划纲要提出，“十一五”期间单位国内生产总值能耗降低20％左右、主要污染物排放总量减少10％。这是贯彻落实科学发展观、构建社会主义和谐社会的重大举措；是建设资源节约型、环境友好型社会的必然选择；是推进经济结构调整，转变增长方式的必由之路；是维护中华民族长远利益的必然要求。

【节能减排的形势】

当前，实现节能减排目标面临的形势十分严峻。去年以来，全国上下加强了节能减排工作，国务院发布了加强节能工作的决定，制定了促进节能减排的一系列政策措施，各地区、各部门相继做出了工作部署，节能减排工作取得了积极进展。但是，去年全国没有实现年初确定的节能降耗和污染减排的目标，加大了“十一五”后四年节能减排工作的难度。更为严峻的是，今年一季度，工业特别是高耗能、高污染行业增长过快，占全国工业能耗和二氧化硫排放近70％的电力、钢铁、有色、建材、石油加工、化工等六大行业增长20．6％，同比加快6．6个百分点。与此同时，各方面工作仍存在认识不到位、责任不明确、措施不配套、政策不完善、投入不落实、协调不得力等问题。这种状况如不及时扭转，不仅今年节能减排工作难以取得明显进展，“十一五”节能减排的总体目标也将难以实现。

【节能减排的意义】

我国经济快速增长，各项建设取得巨大成就，但也付出了巨大的资源和环境代价，经济发展与资源环境的矛盾日趋尖锐，群众对环境污染问题反应强烈。这种状况与经济结构不合理、增长方式粗放直接相关。不加快调整经济结构、转变增长方式，资源支撑不住，环境容纳不下，社会承受不起，经济发展难以为继。只有坚持节约发展、清洁发展、安全发展，才能实现经济又好又快发展。同时，温室气体排放引起全球气候变暖，备受国际社会广泛关注。进一步加强节能减排工作，也是应对全球气候变化的迫切需要，是我们应该承担的责任。

【节能减排的着手点】

一要加快产业结构调整。要大力发展第三产业，以专业化分工和提高社会效率为重点，积极发展生产性服务业；以满足人们需求和方便群众生活为中心，提升发展生活性服务业；要大力发展高技术产业，坚持走新型工业化道路，促进传统产业升级，提高高技术产业在工业中的比重。要积极实施“腾笼换鸟”战略，加快淘汰落后生产能力、工艺、技术和设备；对不按期淘汰的企业，要依法责令其停产或予以关闭。

二要大力发展循环经济。要按照循环经济理念，加快园区生态化改造，推进生态农业园区建设，构建跨产业生态链，推进行业间废物循环。要推进企业清洁生产，从源头减少废物的产生，实现由末端治理向污染预防和生产全过程控制转变，促进企业能源消费、工业固体废弃物、包装废弃物的减量化与资源化利用，控制和减少污染物排放，提高资源利用效率。

三要强化技术创新。要组织培育科技创新型企业，提高区域自主创新能力。加强与科研院校合作，构建技术研发服务平台，着力抓好技术标准示范企业建设。要围绕资源高效循环利用，积极开展替代技术、减量技术、再利用技术、资源化技术、系统化技术等关键技术研究，突破制约循环经济发展的技术瓶颈。

四要加强组织领导，健全考核机制。要成立发展循环经济建设节约型社会工作机构，研究制定发展循环经济建设节约型社会的各项政策措施。要设立发展循环经济建设节约型社会专项资金，重点扶持循环经济发展项目、节能降耗活动、减量减排技术创新补助等。要把万元生产总值、化学需氧量和二氧化硫排放总量纳入国民经济和社会发展年度计划；要建立健全能源节约和环境保护的保障机制，将降耗减排指标纳入政府目标责任和干部考核体系。

【节能减排的措施】

1.首先控制增量，调整和优化结构。要控制高耗能、高污染行业过快增长，加快淘汰落后生产能力，完善促进产业结构调整的政策措施，积极推进能源结构调整，促进服务业和高技术产业加快发展。

2.加大投入，全面实施重点工程。加快实施十大重点节能工程。实施水资源节约项目。加快水污染治理工程建设。推动燃煤电厂二氧化硫治理。多渠道筹措节能减排资金。

3.创新模式，加快发展循环经济。深化循环经济试点，推进资源综合利用，推进垃圾资源化利用，全面推进清洁生产。

4.依靠科技，加快技术开发和推广。加快节能减排技术研发，加快节能减排技术产业化示范和推广，加快建立节能减排技术服务体系，推进环保产业健康发展，加强国际交流合作。

5.夯实基础，强化节能减排管理。建立政府节能减排工作问责制，建立和完善节能减排指标体系、监测体系和考核体系。

6.健全法制，加大监督检查执法力度。完善节能和环保标准，开展节能减排专项执法检查。

7.完善政策，形成激励和约束机制。积极稳妥推进资源性产品价格改革，完善有利于节能减排的财政政策，实行有利于节能减排的税收政策。

8.加强宣传，提高全民节约意识。组织好每年一度的全国节能宣传周、全国城市节水宣传周及世界环境日、地球日、水宣传日活动。把节约资源和保护环境理念渗透在各级各类的学校教育教学中，从小培养儿童的节约意识。

9.政府带头，发挥节能表率作用。在节能减排工作中，中央政府将率先垂范。今年全国要推广高效节能产品5000万支，中央国家机关将率先更换节能灯。

【节能减排和我们的生活】

一些简单易行的改变，就可以减少能源的消耗。例如，离家较近的上班族可以骑自行车上下班而不是开车；短途旅行选择火车而不搭乘飞机；在不需要继续充电时，随手从插座上拔掉充电器；如果一个小时之内不使用电脑，顺手关上主机和显示器；每天洗澡时用淋浴代替盆浴，每人全年可以减少约0.1吨二氧化碳的排放……

我们还可以根据不同的环境、地点，进行适当的调整。

一、居家

1.照明用电

注意随手关灯。使用高效节能灯泡。美国的能源部门估计，单单使用高效节能灯泡代替传统电灯泡，就能避免四亿吨二氧化碳被释放。

白天可以干完的事不留着晚上做，洗衣服、写作业在天黑之前做完。早睡早起有利于身体健康，又环保节能。

2.低碳烹调法

尽量节约厨房里的能源。食用油在加热时产生致癌物，并造成油烟污染居室环境。减少煎炒烹炸的菜肴，多煮食蔬菜。不要把饭锅和水壶装得太满，否则煮沸后溢出汤水，既浪费能源，又容易扑灭灶火，引发燃气泄漏。调整火苗的燃烧范围，使其不超过锅底外缘，取得最佳加热效果。如果锅小火大的话，火苗烧在锅底四周只会白白消耗燃气。

自家煮饭炒菜，量足够吃就好，不多炒。路上看到被人丢弃的食物，可以捡起来喂野狗、野猫和小鸟等小动物。变质的饭菜可以埋在地里做肥料。

3.节水妙招

淘米水是很好的去污剂，可以留下来洗碗或者浇花。

沾了油的锅和盘子要先用用过的餐巾纸擦干净，洗起来既节水省时，又可少用洗涤剂，减少水污染。

冲洗衣服时，可以加入少量肥皂粉，因为洗衣粉遇到肥皂会减少很多泡沫，既省水又节约清洗时间。

洗脸、洗手用小脸盆接住水，然后倒进大桶收集起来。

洗手、洗澡、洗衣、洗菜的水和较干净的洗碗水，都可以收集起来洗抹布、擦地板、冲马桶。

4.爱惜衣物之道

穿衣以大方、简洁、庄重为美，加少量的时尚即可。相比那些时尚的服饰，传统衣着的保鲜度和耐用性更好。

外出时穿的正式服装和家居服分开，回家就换上宽松舒适的家居服，可以延长正装的寿命。

吃饭、走路时注意照管衣服，避免溅上油污和泥渍。

做饭、干活时穿上围裙或劳动服，保护衣服不被损污。

洗头、洗脸时，用毛巾遮护衣领，卷起袖子，避免衣服被水打湿。

脱下来的衣服要折叠好，放在衣柜里或者挂进衣橱，不要在外面乱堆乱放，以免落上尘埃杂秽。

晚上休息时换上睡衣，既整洁又不损坏衣服。

脏衣服洗干净以后，如果有破绽的地方，可以用颜色相近的布块补缀，不要怕丢面子。服装庄重整洁，举止礼貌得体，才真正有威仪、有面子。

5.家用电器的节能使用

购买洗衣机、电视机或其他电器时，选择可靠的低耗节能产品。

电视、电脑不用时及时切断电源，既节约用电又防止插座短路引发火灾的隐患。不用时关掉饮水机的电源。保持冰箱处于无霜状态。

6.循环再利用

靠循环再利用的方法来减少材料循环使用，可以减少生产新原料的数量，从而降低二氧化碳排放量。例如，纸和卡纸板等有机材料的循环再利用，可以避免从垃圾填埋地释放出来的沼气（一种能引起温室效应的气体，大部分是甲烷）。据统计,回收一吨废纸能生产800千克的再生纸，可以少砍17棵大树，节约一半以上的造纸原料，减少水污染。因此，节约用纸就是保护森林、保护环境。

回收塑料及金属制品，一公斤铝的重新利用可以避免十一公斤二氧化碳排放。

尽量少消耗铝膜包装的利乐砖包装，以及其他一次性用品。

7.节能的健身方式

假如所住楼房的楼梯通风采光状况良好，安全设施齐备，可以每天做「爬梯运动」，在节电的同时，健身、健心、健性情一次完成。

10.垃圾分类处理

垃圾分类可以回收宝贵的资源，同时减少填埋和焚烧垃圾所消耗的能源。例如,废纸被直接送到造纸厂，用以生产再生纸；饮料瓶、罐子和塑料等也可以送到相关的工厂，成为再生资源；家用电器可以送到专门的厂家，进行分解回收。家里可以准备不同的垃圾袋，分别收集废纸、塑料、包装盒、厨余垃圾等。每天进行垃圾分类和回收，不仅是我们应尽的责任，也有利于培养孩子爱护环境的习惯和自觉性。

11.交流捐赠多余物品

将多余或不用的物品集中起来，通过交换和捐赠的办法，达到重复利用的目的。

1.经济型汽车

高能效汽车每公里产生更少二氧化碳。一般说来，汽车重量越大越耗油，产生的二氧化碳越多。与经济型的小汽缸车相比，大型SUV汽车和豪华汽车排放至少两倍以上的二氧化碳。越野型汽车安全系数高，但比较耗油。自动档汽车的动力传递通过液压完成，在工作中会造成动力损失，尤其是在低速行驶或堵车中走走停停时，油耗更大。

3.明智的旅行

先计划好最佳路线再出发。

仔细想想你旅行需求。尽量使用公共交通工具。

你有想过跟家人和朋友共乘一辆汽车吗？你真的需要飞行吗？可能一个电话会议更节省时间、金钱和降低二氧化碳排放量。

4.汽车保养

做好汽车的日常养护，确保它能在最佳状态下行使。检察轮胎气压和机油。不需要的时候，把车顶行李架和箱子拆下来，因为这些都会使车子的效率降低超过10%。

5.开车时

行驶时注意油离配合，保持在经济时速。试验显示，油门踩到底比中速行驶费油2—3倍，所以在行驶中猛刹车、猛起步都是大忌，尽量做到平稳起步。

在排队、堵车或等人时，尽量避免发动机空转。发动机空转3分钟的油耗可以让汽车行驶1公里。因此，如果滞留时间超过1分钟，就应该熄火。

6.提高出门办事效率

除非必需，不单独驾车出门。每次出门之前，把要办的事列出来，争取一口气办完。这样可以减少塞车造成的能源浪费和环境污染。

三、购物时

1.自备购物袋或重复使用塑料袋购物

塑料的原料主要来自不可再生的煤、石油、天然气等矿物能源，节约塑料袋就是节约地球能源。我国每年塑料废弃量超过一百万吨，「用了就扔」的塑料袋不仅造成了资源的巨大浪费，而且使垃圾量剧增。

2.购买本地的产品
