根据教育部关于印发《2021年全国硕士研究生招生工作管理规定》的通知（教学函〔2020〕8号）、《关于做好2021年全国硕士研究生招生录取工作的通知》（教学司〔2021〕2号）、《教育部关于加强硕士研究生招生复试工作的指导意见》（教学〔2006〕4号）等相关文件精神，结合我校实际情况制定本办法。

一、指导思想及工作原则

调剂工作是硕士研究生招生录取工作的重要环节，是满足考生志愿选择、保障考生权益的重要渠道。我校调剂工作坚持“公平、公正、公开、科学、择优”的原则，严格按照全国硕士研究生招生管理规定中的考生调剂基本条件和要求及我校公布的调剂工作办法实施。

二、组织和管理

1．学校研究生招生工作领导小组负责全校研究生招生工作的统一领导。研究生学院招生办公室负责本校调剂工作的管理。

2．各专业学院（所）招生工作领导小组全面负责本学院（所）研究生招生的调剂工作，负责本学院（所）调剂工作方案、工作程序、调剂复试办法的制定和具体实施，并对结果负责。

三、调剂工作要求

我校研究生调剂系统各缺额学科统一开通，关闭时间不早于开通后14个小时，超过14个小时后，具体关闭时间各学科专业可根据自己学科的生源情况自定，各学科在调剂系统关闭前不得提前公布调剂人员名单。考生调剂志愿锁定时间为36小时，在此36小时内为我校遴选考生时间，若考生提出提前解锁申请即为放弃我校调剂资格。锁定时间到达后，考生可继续填报其他志愿。调剂过程中各专业学院（所）应根据实际情况，及时更新缺额等信息，并积极利用调剂系统在线留言功能、咨询电话等渠道为考生调剂提供服务。

我校接收的调剂考生（包括外单位调剂考生和本校调剂考生）均通过“全国硕士生招生调剂服务系统”进行（各加分项目考生初试成绩未达到要求的考生可线下联系）。

1．调剂学科基本要求：

（1）一志愿考生复试后，拟录取人数仍不能达到计划数的学科必须按要求开通调剂系统。

（2）调剂学科可对考生提出与学业水平相关的条件并报研究生学院审核通过后实施。

（3）调剂学科调剂考生人数与一志愿考生上线人数之和原则上不少于该学科招生计划数的1.2倍，具体调剂数量可由各学科根据学科特点自定。

2. 考生调剂基本条件：

（1）调剂考生指一志愿报考其他院校符合调剂条件的考生和一志愿报考我校调整了学科名称、院系名称、学习方式的考生。

（2）考生调入专业应与第一志愿报考专业相同或相近，且在同一学科门类范围内（可授予不同学科门类学位的专业可跨门类在对应专业所属一级学科范围内进行调剂）。

（3）初试科目与调入专业初试科目相同或相近，其中初试全国统一命题科目应与调入专业全国统一命题科目相同（考生初试统考科目涵盖调入专业所有统考科目的，视为相同）。在全国统一命题科目中，英语一、英语二可视为相同；数学一、数学二、数学三、数学（农）和经济类综合能力可视为相同；数学（农）和化学（农）可视为相同。

（4）符合调入专业的报考条件。

（5）初试成绩符合第一志愿报考专业在调入地区的全国初试成绩基本要求。

（6）第一志愿报考工商管理、公共管理、旅游管理、工程管理、会计、图书情报、审计专业学位硕士的考生，在满足调入专业报考条件的基础上，可申请相互调剂，但不得调入其他专业；其他专业考生也不得调入以上专业。

第一志愿报考法律（非法学）专业学位硕士的考生不得调入其他专业，其他专业的考生也不得调入该专业。

（7）我校不接收“退役大学生士兵”专项计划考生的调剂。报考“退役大学生士兵”专项计划的考生，可申请调剂到我校普通计划录取，其初试成绩须达到调入地区相关专业所在学科门类（专业学位类别）的全国初试成绩基本要求，符合条件的，可按规定享受退役大学生士兵初试加分政策。

（8）报考全日制的考生在符合非全日制报考条件后可申请调入相关非全日制专业。

3.择优原则

各学科专业在本学科专业调剂系统关闭后对填报志愿的考生进行择优选择。

理工类有数学统考的学科，择优顺序为：数学一成绩达到85分及以上或数学二成绩达到95分及以上或英语六级成绩达到425分及以上的考生，按初试成绩总分由高到低依次遴选；若还不能满足调剂名额，则在英语四级考试成绩达到425分及以上的考生中按初试成绩总分由高到低依次遴选；若仍不能满足调剂名额，则在其余考生中按初试成绩总分由高到低依次遴选。

理工类不考数学统考的学科及非理工类学科，可根据自身的学科特色制定带有学业水平要求的择优条件，并提交研究生学院审核通过后向社会公布。没有公布择优条件的学科，一律按考生初始成绩由高到低依次遴选。

四、调剂流程

1.考生通过中国研究生招生信息网“网上调剂”系统（以下简称“网上调剂”系统），填报调剂志愿。

2.专业学院（所）需在本学科专业调剂窗口关闭后审核调剂考生信息，遴选符合调剂要求的考生，并将选中的考生放入复试备选库。

3.研招办审核通过的考生，通过“网上调剂”系统向考生发送复试通知，对考生确认的时间要求不少于3个小时，且对考生要求的最后确认时间需在8:00-22：00之间。

4.接到调剂复试通知的考生，在研招办规定时间内在“网上调剂”系统中进行确认，逾期未进行确认的考生视为自动放弃我校的调剂复试资格。

5.研究生学院公布调剂人员名单。

6.各专业学院（所）根据调剂进度自行安排本单位考生复试，并将结果报研究生学院。

7.研究生学院在“网上调剂”系统中向审核通过的拟录取调剂考生发送待录取通知。

8.接到我校待录取通知的调剂考生，在规定时间内通过“网上调剂”系统确认待录取通知（一志愿考生不用确认），时限要求与发送复试通知要求相同。逾期未确认待录取的考生，学校取消其待录取资格。

五、调剂时间

我校2021年调剂系统开通时间为2021年3月22日零点（如有变化，以上级部门要求为准）。

六、监督和复议

1.学校研究生招生工作领导小组对复试过程和复试结果进行全程监督，严肃处理违纪违规事件。

2.考生可于调剂或录取名单公示期内提出申诉，学校研究生招生工作领导小组责成院级招生工作小组及督查小组进行复议，并于公示期结束后5个工作日内给予答复。
